Guidehouse Rate Study Omnibus — HB4969 / SB3427 Fully funds remaining priorities from the DHS DDD Guidehouse rate study in FY27. Improving Access to Community Day Services — HB4850 / SB3727 Removes the 5-hour/day billing cap for Community Day Services under the I/DD HCBS Waiver and requires DHS to reissue the Provider Cost and Wage Survey. Career Pathways for Direct Support Professionals — HB4747 / SB3255 Extends DSP Credentialing Pilot Program implementation dates from 2025 to 2028, allowing time to finalize the DSP curriculum. Transparency in CILA/Group Home Licensing — HB4884 / SB3714 Requires DHS to annually publish the BALC Survey Tool for Community Integrated Living Arrangements. Protective Medical Equipment in Public (Kiki's Law) — HB4848 / SB3340 Guarantees individuals the right to wear protective medical equipment in public without disclosing personal health information. Ending Zoning Discrimination for CILAs — HB1843 Prohibits municipalities from using zoning regulations to block the creation of or residence in Community Integrated Living Arrangements. Behavioral Health Services Priorities
Supporting Mental Health Through Workforce Development — SB4000 Requires DHS to establish a Community Mental Health Workforce Paid Internship Program funding non-clinical staff positions at community mental health organizations. Accountability for Managed Care Audits — HB4893 Establishes minimum standards for MCO behavioral health pre- and post-payment reviews, ensuring transparency, fair timelines, and provider protections effective January 1, 2027. Recovery is Housing — HB4812 Appropriates $10 million to DHS for the Housing is Recovery Program supporting stable housing for individuals in recovery. Rates for ACT and Community Support Teams — HB5315 / SB3751 Increases Medicaid reimbursement rates for Assertive Community Treatment and Community Support Team services effective July 1, 2026. Broader Social Safety Net Priorities Human Services Professional Loan Repayment — HB4362 / SB 2901 Appropriates $5 million to the Illinois Student Assistance Commission for the Human Services Professional Loan Repayment Program. Presumptive Medicaid Eligibility – HB 4784 / SB 3294 Protect Medicaid recipients receiving institutional or home and community-based services from losing coverage during the eligibility redetermination process, and require the state to seek federal approval to limit redeterminations for persons with disabilities to once every five years. |
